We anchor this in the state's 20-minute neighbourhood framework. The idea is simple: daily needs should be reachable within a short walk, and the built environment should support that.
Our method is based on the academic walkability index work led by Frank et al., which links intersection density, residential density, and land-use mix to walking behavior.
Treat the walkability score as a starting point. If the score is low, check which component is missing. If it is high, make sure the specific amenities actually match your daily routine.
